She went up against the Inspector General and Office of Special Counsel - and lost. From Katherine Harris to Monica Goodling to Lurita Doan. Where does Bush find these women?

"It has been a great privilege to serve our nation and a great president," Lurita Doan said in a statement released Wednesday by the General Services Administration, which buys and manages billions of dollars worth of federal government property.
Doan's resignation comes 10 months after the government's the Office of Special Counsel recommended to the White House that she be disciplined to the "fullest extent" for violating federal laws against using government employees for political purposes, a finding she denied.

Bush is not smart enough to organize this stuff. I think the individuals themselves must be taking some strongly worded objective goals and then stepping over the bounds in an effort to please the masters.

Cheney is not concerned. Cheney will give George Jr a list of people to pardon this January. Corruption will be exposed often so that George Jr can pardon them all when he leaves office.

There are several levels between individuals and Bush. There are also tiers which shouldn't be in that hierarchy, but in all likelihood are, like the office of the Veep. Any of these levels could easily be much smarter than Bush.
