Yup. The eye of a hurricane is a quiet and calm time after the frenzy of the storm, and a lot of people think that it's over and venture out. Of course, as soon as the eye passes over, the storm resumes in full fury. The eye of a hurricane runs about 20-40 miles across so it can be nice and quiet for an hour or two.
