Nope, baby zebras are born with all their stripes.
Zebras do have black skin over their whole body which makes me think they have white stripes on a dark body.

I used to have a tame zebra and it was interesting that the texture, length and thickness of his hair was different on his white stripes than his black ~ something you can SEE in the butt shot of that foal in the above pix.

I have a picture of another zebra baby from years past that was born with very light gray / cream stripes but isn't an albino.
