Looking at the turnout for this and past elections, the midterms are almost exactly half the presidential election years.

County lines I can see if incorporating the whole county and not splitting it. There's a shitload of cities and towns with a river running through it, should it be split?

If it has to be split, and there's a river, that may well be a good natural boundary to use.

Generally, city and county lines are based in those same natural boundaries.

Gerrymandering in PA was glaringly obvious. Whole towns were split into two (and in a few cases) three different districts.
