I'm not sure. He could be both.

There's no central authority who declares people to be rabbis, and while most people who use this title do so with the agreement of the wider community, nutty individuals can just start calling themselves Rabbi.

Which was funny during prohibition because rabbis were among the religious leaders who could certify that wine was being used for genuinely religious purposes (thus making it legal), which lead to many rabbis with names like Rabbi O'Brien or Rabbi McDonald.
