1) Take over Afghanistan.
2) Install regime with western values.
3) Take over Iraq.
4) Install regime with western values.
5) continue with Iran, Syria, Saudi Arabia, Yemen, South Korea...

Meanwhile, work on imposing a quasi-police state in America, don't give the regime you installed the money you promised, and fill the airwaves with rhetoric that makes the rest of the world disdain American foreign policy. At the same time, pander to the religious Right in rhetoric, legislation, executive order, and government websites; cut military pay raises in half; install a national defense system a week after a test of it failed; arrest Middle Easterners who are trying to comply with immigration laws; gut employee protections from the agency you want to use to fight domestic terrorism; engage in black and white rhetoric - 'us vs. them' - in an attempt to paint any dissent as un-American, while supporting campaigns like the one that insisted a Vietnam vet who had lost all appendages except one arm was such for not supporting a war on Iraq...
