I Have A Dream

That somewhere, somehow, someone organizes a debate/town-hall meeting that is connected with an institution/school/district/name that cannot be ignored... & here's tha' catch.

There will be constraints.
Yes, that's right constraints, new paradigms, inhibitions, impediments, snags.
Those participating will have to agree to a few things to participate, and they will not know this until after the fact... after the advertising has gone out to the television, newspapers, campuses, radio, etc.
Until then, all they will know is that **** is hosting The debate.

The contract, made public.
A. You will answer all direct questions in a concise manner. If you waiver from the subject of the question the moderator will interrupt you and ask you to remain on topic.
You must answer all questions asked as long as they pertain specifically to issues.
B. You may not go over time, your microphone will be turned-off.
C. If you ask an inappropriate question or insult your opponent, you lose your turn to your opponent.
D. Any appropriate question asked by the town-hall participants much be answered directly, any digression will be pointed out by the moderator and a request for an answer will be made clearly.
E. No town-hall questions will be answered by diverting attention or implying insult to your opponent or opponent's party or your turn will be lost and your opponent will receive your next town-hall question.
F. Finally, again, all questions, debate or town-hall, must be directly answered.
Have a good debate. If more than two participate all missed questions will credit to the left or to offended party.

The moderator needs to be someone cool, respected, tough, witty, but fair... and they CANNOT be an ass.
I have a few ideas, but would like to hear yours first, along with your feedback on this idea, please?
