Meanwhile, a White House war Czar was appointed. Asked what his task was, the answer was rather ambiguous. However it sounded very much like political officers assigned to every USSR unit. This political officer could even veto a ship Captain's commands in the name of a political agenda.

Oh. But the US is a democracy. It does not need political representatives in military units - to remind officers of their political agenda. Well it once did not. And then Cheney said the Presidency does not have enough power. Dictatorships needed political officers.
