Actually, I don't think that's the case. I'm a photographer who spends a good amount of time watching herons. I've seen them do the same "wash my food" thing with larger fish they're trying to get down. I think they're just trying to lube them up so they slide down easier. Not actually drown them. Cuz, uh, drowning a fish don't make no sense.
