I'm guessing that the duct tape is from a repair made last year when he cracked the shovel over the head of some asshole that pulled into the parking space he'd just spent three hours clearing.
In Philly, that's a shooting offense. Don't move the lawnchairs, what ever you do. South Philly has snipers waiting for you to do that.
