Sounds like you guys are describing ANZAC biscuits, a recipe designed not only to ship from the Antipodes, but taste good on arrival too. This Recipe doesn't show the top as you describe, but one full of rolled oats -- but there are 61,800 other hits on 'ANZAC biscuits' to troll.
