You can also mess around with the speed by looking at different areas of the orange. It slows down as you look to the edges, speeds up when you look between the two rings of dots. You can almost get the dots to stop orbiting but they they still spin.

If you do that then ever so slightly move your eyes to your right, you can reverse the rotation to clockwise.

Looking about 2:00 from the red dot is the closest I can get to stopping the spin on both sides.
What does this mean? After some excellent Viognier and a Black Russian, I don't know, but I'm sure it's significant.

There is a conflict generated in our brains by the use of black and white stripes in the moving dots. The dots are moving at one pace, and I think the stripes actually move within the dots, thereby suggesting a different pace. Both paces are represented in our brains. We flick from one interpretation to another. There may even be a third interpretation as our brains interpret the dots as holes in a moving screen and the stripes as being the background seen through them, generating a third rate of movement to "perceive". Seriously, like, whooah.
