Had a good internal chuckle at this. No, not what this is. We generally apply pressure to the head to bend the pitch, either with the butt of the stick or sometimes your elbow. That's kind of cool. Looks like a self serve community bike repair kiosk. Hope those cables are on a spool that can be pulled out. They seem kind of short.
