The circle in the center turns/rotates.
The angles on the bottom corners are 75 and 68 degrees. mebbeSomeKinda drafting tool/protractor? |

That's a really cool item. I googled it and the proper term for it is "Ames Guide". It's for calligraphy and drafting and art - here's a video explaining it

Occasionally, similarly carved ivory objects turn up on the Antiques Roadshow which explains my line of thought. Probably missed by a country mile. ![]() ETA If I'm allowed a second go, I'll say it's coral.
