Dana, it is a very difficult thing to become the parent to one's own parents. I think, in your situation, I'd try to get the water supply fixed, even if it means railroading your dad a bit. Tell him that it will make his life in his own home more comfortable, and that you're doing it in order for him to stay where he wants to for as long as possible. If this means shifting a roomful or junk or two for a week or two for workmen to operate, then be there to do that for/with your dad.
Mind you, I've been trying to get my mum to buy a cooker to replace her deathtrap without a thermostat for the past two years ...
