Taxing by the mile sounds extremely socialist.

Everyone knows poor people don't get around that much.

No problem. Gasoline taxes have dropped significantly with inflation. Simply raise gasoline and other excise taxes back to old levels (the inflated and higher 2009 tax rises to become equal to the 1960 tax). Problem solved.

However another problem exists. Congestion in major cities. Some cities have made quality of life better and solved congestion problems by simply taxing (tolls on) vehicles that enter the city. That also has been successful.

If insufficient funds exist to pay for it, then charge more. Miracles upon miracles. The consumer changes habits accordingly.

Gasoline taxes have another advantage. Heavier vehicles that do more damage pay more in gasoline. Engines for 80,000 pound vehicles in passenger cars pay for their stupidity - ie customers of every new model GM Cadillac and the stupid Camaro.

Not only does it pay for the roads. It punishes those who buy crap vehicles and put Americans out of work. Gasoline prices have long been too low anyway. Another problem solved.
