I won't reveal anything said in a PM... but my (reasonably informed) take on it is this.

X was putting it out there in fun, but Y got hooked. When X realised Y was taking things more seriously he backed off and started throwing some really obviously hints in that he wasn't serious. Then Y was personally offended and tried to make sure that everyone knew she wasn't by flirting like mad with anyone and everyone else. At that point X thought he'd never really known Y at all because this behaviour was OTT enough to make his gums bleed...

Now Y feels like te whole board is out to get her and would desperately like to make it up with X but has no idea how to approach him.

Or something like that.
