1) Anthrax is accessible. Want some? Steal it from one of many labs, or find out where some contaminated bodies are buried. Smallpox officially exists in two labs in the world, though it is rumored to exist in Iraq.
2) Anthrax is not contagious. This may seem to be a disadvantage, but it does prevent it from backfiring on you -- you let smallpox loose by accident, you could accidentally wipe out your own organization.
3) Anthrax IS pretty good in the deadliness department, provided you can manage to get your victims to inhale it. 90% fatality is nothing to sneeze at.
4) Anthrax is a real survivor in its spore form. You couldn't send Ebola or smallpox through the mail like that, it wouldn't survive for long unless you sent it with some sort of nutrient medium, which kind of makes it noticable.
