I'm trying to process whether there is something meaningful in this. <my big assumtion> I'd expect criminals to be more active in their own communities. Does this mean that a fair percentage of whites who live in predominantly black areas are criminals? That can't be good for race relations.

Depends on the definition of "crime." Ken Lay's crime would be "targeted" at whatever the racial makeup of his company was, including both middle managers and lowly oil pump workers. Whereas things like muggings are definitely more community-oriented. I bet if you separated the statistic into typical "classes" of crime, you'd see a very different picture.

True. That is one big thing I was missing.

I think most crime is local, within the class, and where those class lines run along race you will see the same.
In places where races live together, it will not.
