I think the list is meant more as a guideline than actual rule. I mean, it's not 100% correct, and some of their peace indicators are a bit strange. It just gives you a general idea.

I find it ironic that your country is number one in the index and are also one of the biggest supporters of death and black metal.

Doesn't mean anything, just ironic.
