The explanation I've heard was it was a codeword, intended to be both easily remembered and innocuous sounding, devised for the entertainment of bored reporters and policemen whilst circulating amongst the public. On being alerted, you could discreetly check for who's showing.

I am old enough that, when I was in junior high school, dress codes had yet to sufficiently relax to allow girls to wear slacks, let alone jeans. Therefore, skirts and dresses were required. In our lunchroom, my pubescent friends and I selected a table that was perfectly juxtaposed opposite the cheerleader/hot chicks lunch table. We dubbed this pairing "Beaver Valley" in honor of the frequent appearance of the noble cotton clad beastie that resulted from carelessly clasped knees or sudden swivels to standing position. Ah, youth.
