Not really, there were plenty of others who didn't get caught in the testing.

We only know he was best in the cycle racing world that did exist.
His career has been amazing considering when they discovered the cancer that took his nut, he had loads of tumors throughout his chest and brain. It's a miracle he lived, no less competed.
I'm no Dr Phil, but I am theorizing what's going on in his head, and can understand how he's justified his actions.
