Uh....question........how does he know it will only go to 98' and not 100'.
Guess that's something you only find out once.

It was probably stated originally as 30 m, which is 98' when the "extact" conversion is rounded off to the nearest foot. Considering the relative precision of the initial figure, likely a simple multiple of 5 or 10, it should have been rounded to 100' instead.
