Corruption is as old as the human race is. If anyone is surprised at corruption in China they've been walking around with their eyes closed all their lives.

That's true, but I'm surprised a the size of the scams they've risen to. Allowing one guy to snatch billions of yuan from the coffers, before they caught up with him, shows the controls are much more lax than I'd expect in China.
