My Idea = Add 'banishment' to prison sentences.

You just gave me an idea.

Instead of a state simply banning a convict which leaves him to choose among the remaining states he isn't banned from, why don't we make ALL states banish every convict to New Jersey.

Then, we ban New Jersey from banning.

Problem.. solved.
