I would like to have universal health care.

Funding would be an issue, assuming there were no natural resources, I might have to go with tourism or develop a large expat community like Dubai.

What I'd really like to do is build a large retirement community for 30+ lingerie and swimsuit models.:p

BTW, I was bummed out when I found that someone had already grabbed my intended country name of Croutonia. I was going to start with a right wing government fighting a civil war with the leftist Croutonistas.
