It's probably too late, but if you can, I'd drop th bit suggesting the staff had been abusing the meal tickets.
It's quite possibly true, but it isn't a question that needs answering, and is just going to get whoever reads your letter all riled up and defensive. How about "Is there some way meal tickets can be arranged in specific cases?"
