That looks more like a water spout than a tornado...and it looks a lot like Coolangatta.

Where ever it is and whatever, it's a great shot.

eta: I should read all the info before I start typing I guess. I see it was identified as a waterspout anyway.

I didn't actually see the picture on Flickr, I saw it on another site (that I lost the link to ), that said it came from Flickr. On tsibley's Flickr link the name of the photographer is pinoyphotog, which makes me believe it's probably the Philippines or S.E. Asia. That would fit the architecture too.
