I could never condone uncontrolled violence to any animal, but pet owners bear the ultimate responsibility for their care and control. Most animals don't just appear out of no where in urban settings. The problem begins with the person who originally owned the animal and had ultimate responsibility to control said animal. After that point the individual who did wanton harm to said animal bears a different level of responsibility and deserves punishment. But let's not forget where the problems starts, esp in an urban setting, with the original owners, IMHO they bear the ultimate responsibility.

There is an appalling lack of personal responsibility in the world these days. Everyone is a victim of someone or something and therefore not accountable for their actions. Except for the last sentence ... I concur. I have met some of the most amazingly wonderful people in recent months and those whom I should have known and expected to be assholes ... were. Why I thought they might have changed? Dunno, Guess I'm just schtupit.
