I make a few copy layers, then lighten the entire top layer in levels, then colorize everything. I then erase everything but the hair, allowing the original colors of the layer below to show through. I keep the extra layers hidden as insurance. I then flatten the visible layers and use adjustment layers to tweak the hue, saturation and color balance. That was a quick one, about 10-15 minutes. Clouds was really easy since her hair was already pretty light I only had to use an airbrush with transparent color.
