I know a Rich Person, they have a little green patch of mint in their front driveway (the one for guests). The intent being that people roll up, crush the mint a little, and exit their posh conveyances to the refreshing scent of fresh minty goodness. I kid you not. So maybe that's what it's for?

Edit: No, looking at the plants, those aren't ones you'd want to drive on. So they're just in the way.
