			Oil has very elastic demand - everyone needs it, so if there is a shortage, prices rise very steeply.  Compare with, say cabbage.  If there is a shortage, people just buy other foods. Tap into other oil reserves? takes ages, too long to keep you warm this winter. But you're largely right. This is probably fear and speculation.

			The US does not get oil from Libya. It is a market move. A little rattle and roll is all it takes for the price to tick up. But EU does get a lot of oil from Libya and if that is cut off they will have to compete with everyone else for the other sources. The price goes up and the supply goes down.

			I remember thinking the last time the price of gas shot up that consumers would to start to go for the smaller, less gas-guzzling cars. Ha. Some did I imagine, but not a year later what did I see? A dramatic increase in SUV's on the road. Its hilarious I tell ya.
