If it's always on a new link, a new domain name - then there may be something wrong with their primary name server; in which case, maybe the primary times out (after 20 seconds) and your system goes to the working secondary, gets the address, and then runs with it.
If this seems to be the case you could swap the primary and secondary (in networking properties, TCP/IP settings) to see if it has any effect. |
