I'm afraid it's an oxymoron.

... sort of like Chris Mathews on MSNBC:
Mathews asks his guests question, and then keeps on talking.
In more polite company, it would be a "?" and a "."
Or shorthand for: "Sit down and shut up while I answer your question"
