I like that a lot. I want to know how they change those light bulbs. It looks like it would be extremely difficult to access them there, but they aren't going to do something like this unless it's pretty easy.

Indeed...

My Dad was a life-long electrician for General Motors in California.
It a scary part of his job to climb up the old water and radio towers
to change the (flashing red light) bulbs that warn low flying aircraft.

Things were not nearly as safety-minded 50+ years ago, and he would
start dreading the work the week before he had to climb again.
But, he lived unharmed all the way to his retirement in the 60's.

OK, I tried briefly to answer your question.

I found this in a YouTube video comment about the bridge,
but then I lost the link while looking for other sources.

Cree, Inc. LEDs are used in the LED streetlights.
Maybe in the blue "wash" lighting as well.
LED streetlights are more energy efficient than other forms of lighting,
and last longer. Saving MnDot money every year.

From the top, over the side, either with a bucket truck or one of those bridge inspection thingys.

That's how they don't inspect the bridges that are falling down.

In fairness, if I were driving on a bridge and saw one of those trucks, I'd only see the top part of it and wouldn't notice that it was more than a regular bucket truck. You can really only see them from the side of the bridge.

You'd notice, because they would have the lane closed for at least 5 miles, fucking up traffic for at least 20 miles, with signs and lights and dire warnings of biblical catastrophe if you even think about going one mph over 11.6, or changing lanes.

FWIW, This bridge (The Lowery Bridge) over the Mississippi
is the replacement of the I-35 bridge that collapsed in 2007.

They probably designed the lights with different lenses so they can switch colors electronically. The color of the lights on the 35W bridge change at least once a week and the cost of manually changing the colors every week would be astronomical.

For sure, they aren't changing lens/gels anymore, all LED magic.
