Yes and no.
Yes, it's been posted a number of times, even a IOtD one time.
No, it's not the same because they've come to realize it draws tourist bucks, so they change the pictures every year and I think I read they compete with neighboring villages.

A tidal bridge of dark dust clouds and young blue star clusters stretches from the outskirts of M51 on the right, appearing in silhouette against the dwarf galaxy's yellowish glow. The famous pair of interacting galaxies lie some 30 million light-years away, toward the handle of the Big Dipper, and the constellation of the Hunting Dogs.
I don't see anything even slightly resembling a question mark, in any font.
