It turns out we are on a Hotmail block list, in their error. No email from The Cellar will reach Hotmail users at all.

I do not know how to remove us from this list. We are not in Spamhaus or anyone else's blacklist.

BTW this precludes us from taking any new users that try to set up with a hotmail.com email address

That's a bit of a nuisance to say the least.
Anyway, I now know where the problem is.
