McCain is not a conservative or liberal. He is a moderate. That means he learns facts BEFORE making a conclusion. Extremist do not do that.

So McCain will make decisions that surprise many. Many only understand what the Central Committee has told them to believe. McCain is a moderate. He thinks - is not told what to think by extremist rhetoric. It explains why he would sometimes contradict his party's mantra.
