I think it is like an asshole who hosts a huge party, everyone goes because everyone will be there. A-hole gets a rep for throwing great bashes even if no one likes him.
So, in a way, he is looked up to for his monster parties, if not his winning personality. But I'm not Chinese, so I don't know.
