Who is "we", the 2 boys, or more?

There's something else that bugs me about this story. Why wasn't there a more thorough search of the house? Yes, the older brother's statements about Falcon taking off in the balloon never changed and kids sometimes hide when they think they're in trouble, according to authorities. But still, why not be sure?

If the parents weren't in on it, I can see if one kid said the other was in the balloon, they would accept it as fact.
