Hen nights (bacholorette parties) are about the only context in which that sort of thing would happen.
But it's pretty much always a joke present. They're not actually giving her something to use. It's a big laugh because it's rude. as an aside: Men don't really need sex toys - they have hands and everything is readily accessible :p
